What we need:

Our Systems Engineering consultants are experts in complex product and system development. They also have skills in technical program management and team leadership. The ability to interface and coordinate directly with customers at all levels within an organization is required. The ability to collaborate and lead multidisciplinary teams is critical to success in Base2 client engagements.  Successful Base2 Systems Engineering consultants typically have a foundation in systems design and have extensive experience in most phases of the product development lifecycle.

The initial project will be providing systems engineering support for the Joint Enterprise Network Manager (JENM) at SPAWAR’s Network Management Reference Implementation Laboratory. JENM provides network management of software-defined radios, including radio configurations and support for soldier, ground, and airborne systems. You will support development and enhancement of radio network management, network planning, distribution, and monitoring systems.


  • Participate in the program Systems Engineering team, providing support to the Technical Management in the definition and allocation requirements to produce components
  • Support release strategy definition
  • Assist in the definition of Information Assurance and Test strategies
  • Support User Experience teams in designs to simplify and improve the product usability
  • Support Risk Management Framework (RMF) process to achieve authorization to operate (ATO) and Certification of Networthiness (CoN) for new product releases
  • Develop Interface Control Document updates for new or modified waveforms, services, radios, and external system applications
  • Support requirements analysis and management; system architecture and design; laboratory design and integration; system test and verification; technical program management, technical issue resolution, or product management as needed.
  • Use systems engineering principles to develop an approach tailored to the need, the system, the customer, and the development organization

What is required to do the job:

  • Secret level security clearance required
  • Bachelor’s Degree in Engineering, Computer Science, Mathematics or related scientific degree
  • Minimum of 5 years working in technical or systems engineering capacity required
  • Knowledge of complex system design, development, integration, test and verification.
  • Able to understand the system as a whole, and logically troubleshoot issues with architecture, design, performance, and software/hardware integration
  • Familiar with laboratory test benches, hardware and software integration, or simulation integration
  • Proactive self-starter, takes initiative and ownership of issues and products
  • Aptitude to work collaboratively and drive consensus and alignment within and across organizational boundaries
  • Ability to influence executives, key-decision-makers and highly technical resources.
  • Strong verbal and written communication skills.
  • Ability to work onsite at client facilities
  • Ability to travel locally between client site and Base2 office
